THE COMMON FOREIGN AND SECURITY POLICY AND THE INEXHAUSTIBLE QUEST FOR ITS INSTITUTIONAL CONSISTENCY

Summary/Abstract: The present article intends to assess the extent to which the Treaty of Lisbon can make at least a modest contribution towards strengthening the efficiency and visibility of the European Union in world affairs. In fulfilling this task we will proceed in two steps. Firstly, we intend to analyze the institutional innovations introduced by the Treaty of Lisbon. Then we will discuss on how these changes might improve the external representation of EU interests and generate solutions for the well-known consistency problem of EU foreign and security policy. The purpose of this quest is at least two-fold. On the one hand we will be interested to appraise the extent to which the duality of the EU decision-making procedures was withheld, while on the other hand we will try to evaluate the potential of the newly-born European External Action Service to draw together the various existing instruments for foreign policy implementation and representation.
