Summary/Abstract: The classical liberal stance thatthe state is an incompentent manager prone to corruption generates the claim forminimal state and private management. My point is that many inconveniences canarise when a right is not exerted by his owner, no matter the private or public propertyand management. The technical answer to the inconveniences through accountabilityand principal – agent theories is insufficient. I discuss on rights, their legitimacy andexercise and I argue that the universal morality can contribute to tackle the problems.
