Summary/Abstract: The border was invented in Europe and flourished there with the nation-states. While the Treaty of Westphalia was designed as a way to put an end to the wars (of religion), two world conflicts have made the most of it. They have led to the construction of a new Europe likely to exceed destructive nationalisms. This is the program that is questioned today. The European Union is taken in the contradiction of a space without borders and an indefiniteness of limits. The lack of a migration policy ruined thus the project of the founder fathers.
