Summary/Abstract: In this article the author speaks about the ways of connection between the state and the organized crime. Corruption is the common way of that connection, but here the author pays special attention to another way of that connection, when the state, its secret police and intelligence organzations use some individuals and groups from the world of the organized crime to commit some covered actions that are very important for the country and its safety. On the other hand, the secret police and intelligence services can not be totally transparent, as a matter of fact they can not give the permission to everybody in the Parliament to know everything about their actions and their budget.
