Summary/Abstract: In the case of Latin America, governments are increasingly aware of the importance of innovation for economic development. Programs supporting innovation and stimulating linkages between business and science are becoming more and more frequent as a permanent feature of economic policy. For such a highly stratified societies, the removal of barriers in the redistribution of wealth and knowledge is a huge challenge, while in the meantime a key condition for starting development mechanisms. Brazil is an interesting example in this field. Social innovation is one of the key elements of governmental innovation policy. Many countries in Latin America are now using CCT programs as a major tool of their social policy since they have been proven to be very effective in helping poor families. The results of these efforts are likely to be visible in the next decade, but even today you may develop a far-reaching optimism in this regard.
