Summary/Abstract: Sexual violence against children has always been a controversial issue and a phenomenon that has been explained from different positions and observed from many dimensions. In certain periods of time, it was treated in an insufficient way, sometimes even with a high dose of skepticism that inspired the tendency of indolence. Inadequately recognized as a problem, he encountered various critical approaches under the magnification of media spectacularism. Today, sexual violence against children has been recognized as a problem with which modern society should be dealt with to the extent necessary to minimize the consequences of such a form of unlawful behavior. On the other hand, police crime statistics do not record crimes of sexual violence against children, as is the case with other forms of conventional crime, with the exception of sporadic registration that makes a very small percentage. This is supported by the fact that the dark number of this type of crime is very high and is moving in a ratio of up to 1:10. However, this does not mean that sexual violence against children is not carried out, and there is a scarce set of measures that can put this problem under adequate operational control and perception of organs of formal social control. This is a specific sphere that represents the interaction of the abuser and the child (victim) whose consequences reach a direct attack on the sexual integrity of the child as a specific (vulnerable) category. Information technology has given a strong impetus to the rapid development of this phenomenon, creating the prerequisites for the expansion of new and modified forms of sexual assault on the child's physical integrity, since it can not be, taking into account the emotional and physical maturity of the child, as such, define in the form of an attack on sexual liberties. The perpetrators of sexual violence against children show particular persistence and persistence in choosing a victim by developing more and more refined ventures in the systematic selection of a population that is identified as the alleged victim (child) with the tendency of introducing a child into activities involving sexual violence. The police are without dilemma the constant of the organs of formal social control (as its most visible part) which has no alternative, but on the contrary an active perspective to respond to the set tasks. The legal framework of the system of organization and functioning of the police provides a certain level of supremacy arising from the rights and formal powers which gives it a superposition against other organs. In particular, this advantage is evident in the field of heuristic coverage where the full operational capacity of the police is evident. These are primarily operational-tactical measures and actions aimed at reducing the specific threatening factors and security risks of different origin and intensity. The preventive action of the police is the possibility of missing the consequences of a harmful event (unlawful action), postponing or detecting the upcoming risks. A wide range of police powers enables a timely response to all attempts or planned activities of a perpetrator who intends to have a sexual usurpation of a child or a particular sexual inversion. The aim of this work can be seen in the presentation of basic police (and criminal) procedures used in the prevention of crime that generates sexual violence against children and special models (access) of police activities whose strategy is defined by the operative control of perpetrators as a special method of crime prevention. The focus of the theoretical discourse (interests) is on questions of the methodology of preventative activities of sexual violence against children and standard procedures of the operational instrument which should enable a more stable protocol organization and coordination of police and other social entities responsible for the prevention of this form of crime.
