Summary/Abstract: This article presents the evolution of the Committee of the Regions since its creation ten years ago and tries to clarify its chances to become a European institution. The Committee of the Regions has proved to be capable to face the regional problems, and even if the Maastricht Treaty does not mention it as an institution, it has succeeded on imposing itself as an essential player in the European political panorama. The Committee of the Regions is only a consultative organ but more and more voices are claiming for it to become the third chamber, the “Senate of Regions”.
