Summary/Abstract: While the developed world is preparing for a transition to a post-industrial period, Yugoslavia remains incapable of rooting out the systemic political obstacles to the functioning of a still developing society. There is not only a monopoly of the state but also a monopoly on the state, and by way of it on the remaining key institutions and fields of social life. This monopoly has two forms. First: a general monopoly of the politocracy. Second: eight politocratic, monoplies that have broken up the Yugoslav economy, having blocked its functioning, not to mention its further development.
