Summary/Abstract: In looking for an answer to the correctness of the use of the concept of “knowledge economy”, the transformations of the place of knowledge from the stage of industrial capitalism to the present stage are considered. This justifies the launching of the hypothesis of transforming capitalism into cognitive. The role of the neoliberal policy is explained, which through the intellectual property institution creates prerequisites for its transformation into a scarce resource and exclusion of the users from its use.
