Summary/Abstract: Television has now become the most important means of creating public opinion. The fundamental truth that each of us has to know is that tele-viewers are opinion-makers and not simple consumers, and television creates public opinion just to the extent that the public creates television. However, it is known that the public is often much more competent than those who create messages on their behalf.
