Summary/Abstract: Within the framework of the Ottoman Empire's resettlement policy, the Turks were settled in the Balkans. As a result of the idea of establishing a nation-state, a product of the idea of nationalism spreading in Europe and the loss of Ottoman rule in the region, Turks and Muslims who lived here for centuries were forced to migrate with various pressures. The main subject of the article is the local governance that gained importance within the framework of the new world order and the effect of the Balkan immigration to local partnerships starting from the last periods of the Ottoman Empire to the local partnerships. In the development goals of the cities formed by migration, the concept of inter-city bonding with the participation of non-governmental organizations and people as a local actor is explained in the example of Bağcılar Municipality.
