Summary/Abstract: The prime principle according to which a city operates is an urban area development plan. For many years now Vienna has been perceived as a city of the top quality of living and safety. Such a high level of the quality of living is influenced by many measures. The objective of this paper is to present the widest possible view on the types of solutions adopted when planning the development of Vienna. It demonstrates the Viennese model of the spatial policy in the housing environment context upon the example of Nordbahnhofgelände. It also attempts to compare the quality of living in selected housing estates, which constitute examples of the implementation of strategic goals set forth in the City Development Plans STEP in individual periods. The analysed example of Vienna confirms that the consistently implemented City Development Strategy has a significant effect on the improvement of the quality of life of its citizens.
