Summary/Abstract: Due to their specificity of acts with message and their strong distal and radicalizing effect, hate crimes erode the social and democratic foundations of society by which pose a serious threat to societal order. Part of a research aiming to identify mechanisms for normalization of socially induced hatred, the article analyzes the nature and specificities of hate crimes and the existing conditions for their limitation and prevention - the relevant legal and institutional framework in Bulgaria. The results reveal that the gravity of the problem is not reflected in the legal framework, as there are a number of problems, incompleteness and ambiguity in the relevant legal norms. Another obstacle to the regulation of hate crimes are the institutional problems - both structural and socially induced.
