AMENDMENTS OF THE LISTS OF DRUGS AND PSYCHOTROPING SUBSTANCES UNDER THE YEMEN LEGISLATION

Summary/Abstract: The description by name of narcotic substances and precursors in special lists, annexes to the law, is an approach that matches the accuracy and clarity characteristics typical for criminal law. Lists do not remain permanent because laws protecting the interests of drug control clearly describe how to correct these lists, either by deleting or adding substances with an effect similar to the effect of the criminalizing substances that will appear in the future. Therefore, the Minister of Health is given the power to amend these lists while the amendments to the lists annexes to the Yemeni Law on Combating Illicit Trade and Drug Use are made on the basis of a decision by the Minister of Agriculture. The determination of the subject of criminalization in the private law for combating drugs is made by a decision of one of the executive bodies of the country.
