Summary/Abstract: The article considers the development of the Bulgarian theological political thought during the reign of Tsar Simeon (893–927). Special attention is paid to the formation of Bulgarian concept of the relations between two authorities: spiritual (church) and secular (state). In regard with this, The Life of Clement of Ochrid written by Theophylact of Ochrid in Greek in 11th c. (Chapter XXV/71) is studied. The Bulgarian perception of the Christian ruler, developed by John the Exarch in his theological work Hexameron is also studied. Emphasis is placed on the Bulgarian concept of the succession of the Knyaz’s power, according to the John’s Hexameron. In conclusion: at the end of 9th and beginning of 10th c. the model of government is established, as well as the Bulgarian official ideology and propaganda are formed, being the Bulgarian doctrine of Christian ruler, developed by John the Exarch, the central moment in them.
