Summary/Abstract: Popular culture, which is one of the systems of cultures, is defined as a subculture system, which generally involves activities outside of working life, but is also widely acclaimed, aimed at entertaining people and constantly changing. At the same time, the popular culture created by technology has been spreading continuously by means of many mass media, primarily television. Television is known to be the largest popular culture producer and carrier. Television is of great importance in the placement of cultural practices in the child's mind and in the construction of motifs. Cartoons, which attract the most attention of children, are often used in this regard. Some cartoons supported by the state and the private sector are published in order to teach children and the practices of Turkish folk culture through television and cartoons. One of these films is the cartoon called ''Olan'' Istanbul Guards Bu published on TRT Çocuk channel. For all these reasons, the study aimed to determine the popular and local culture elements in the cartoon called İstanbul Guards. The first 20 parts of the film were included in the study. Content analysis was used in the study and many speech, charts and visual materials were used. As a result of research and analysis, while many of the cartoon's intangible cultural heritage elements are found, it has been determined that popular culture elements of our day have a high proportion. In the past, tales, stories and oral transfer traditions have been transferred to the field of culture transfer today. In this context, it is thought that the identification of intangible cultural heritage and popular culture elements in cartoons will contribute to the existing literature by means of being an original research.
