Summary/Abstract: J. Delors's political career was characterized by important experiences that he had translated into concepts or principles that he could apply when found at the top of the Community institution. Delors was President of the European Commission from January 1985 to January 1995. The activities of Delors Commissions were of great importance and left a very significant influence, the Single Market, the Common Agricultural Policy was established, the European Union Act, the Schengen Agreements and the Maastricht Treaty were signed. Delors's aim, unlike what Monnet’s and De Gaulle’s, was to bring the Commission to play the central role of "Engineer of European Construction". In 1985 he presented the White Paper on the Single Market with the aim of drawing the path for the gradual realization of a single market and free trade by 1992.
