Summary/Abstract: The article was tried to solve the dilemma of whether neighborhood inter-municipal cooperation in Ukraine is part of the European model of inter-municipal cooperation, or just another attempt to imitate it? The basis of the study is the work on the general theory of governance, territorial governance, inter-municipal cooperation, which provide a basis for understanding what the European model of neighborhood inter-municipal cooperation is. The research is based on an analysis of the legal framework governing inter-municipal cooperation in Ukraine, as well as official statistics on the practical implementation of the right to inter-municipal cooperation of neighboring territorial communities.
