Summary/Abstract: The frequent institutional crises ongoing in Romania could be attributed to the difficult cohabitation between the leader of the government and an elected president, as it is generally the case with semi-presidential regimes. However, those crises are more than institutional conflicts. As emphasized in the article, they unravel a specific democratic trajectory for many post-communist countries which became members of the European Union. With all pre-accession constraints lifted, many democracies in the region confronted with what is to be called a „post-accession hooliganism”. This is the tendency to get rid of the pre-accession status-quo regarding the rule of law, the independence of the judiciary and the neutrality of several bodies, as the institutions regulating mass-media or the public radio and TV channels. Instead of the previous status-quo, the post-accession period is marked in Romania by recurrent arbitrary measures, partisanship and abuse aimed at consolidate on power with all democratic costs.
