Summary/Abstract: The self-government of Łódź is a perfect example of how law was related to politics, and the rules of democratization were bent by the imperial interference of the government. Lodzians more often than residents of other Polish cities participated in the municipal elections, because the City Council was dissolved several times and the democratically elected city presidents were not approved. This led to the paralysis of the office’s work, lack of investment and weakening of authority. Th is situation was caused by the efforts of the ruling party to take power in the city on the undemocratic path, through the use of an extensive supervision. The political preferences of the residents translated into the distribution of seats in the City Council, dominated, depending on the result of the elections, by socialists or nationalists.
