Summary/Abstract: The issues related to managing the development of problematic areas have been the subject matter of numerous analyses and studies both in the social and economic context.The specific nature of highland problematic areas and their functioning make it necessary to adopt a completely different approach to the diagnosis of the current status quo and the creation of tools to support the actions initiated by authorities of these areas, due to a series of economic, demographic and natural conditions. This article is an attempt at defining the key barriers to the development of highland communes located in the Polish Carpathian Mountains. The paper includes the analysis of changes occurring in 45 units classified as less favoured areas (LFA) with a regard to the level of entrepreneurship and demography of the areas in question.
