Summary/Abstract: The thirteenth chapter of the De administrando imperio, attributed to Emperor Constantine VII Porphyrogennetos, brings out a series of “improper demands” of the people living into the Danube basin and around the Black Sea that could threaten the Byzantine hegemony. This text aims to explore a Byzantine myth made out in order to discourage all those who dared to claim the imperial insignia on which they could subsequently legitimate the claim to exercise political power as equals of the Byzantine emperor.
