LEGAL BASIS OF AUDIT AND ADMINISTRATIVE IMPLEMENTATION OF MUNICIPAL MUNICIPALITY

Summary/Abstract: In addition to being efficient, important and high quality services provided by municipalities, the most important issue is sustainability and continuation of that. One of the prerequisites for the effective implementation and maintenance of services is supervision. Therefore, the municipal polices (Zabıta) have played an important role in local governments as in the past. The municipal police officer is defined with the special law enforcement attached to the municipal administration which maintains the order of the town, protects the well-being, health and peace of the people of the town, and implements the decisions taken by the competent bodies for this purpose. In this definition, the responsibility imposed on the municipal police confirms the expression that municipal police is responsible from the cradle to the grave. In this study, it is aimed to shed light on the issue whether an organization that has such a wide responsibility and the members of this organization is authorized with the same legal regulations.
