Summary/Abstract: In the Turkish Penal Code, as in the criminal laws of other countries, the main purpose of the punishment is to ensure that the perpetrators are corrected. For this reason, the punishment periods for the offenses were determined and conviction that the offenders would be rehabilitated during these periods was developed. However, conditional release has been developed upon the conviction that individuals may be rehabilitated earlier within the time frame they spend within the execution institutions after committing crimes. In this way, convicts can leave the prison before the time they need to spend. If convicts fulfill certain obligations after leaving the prison with conditional release, their penalties may be completed outside the prison.
