INFERENCES IN THE CONTEXT OF IMPORTANCE AND EFFECTIVENESS OF OMBUDSMAN INSTITUTION IN TURKEY IN THE LIGHT OF EXPERIENCES IN OTHER COUNTRIES

Summary/Abstract: For purposes such as not being in arbitrary practices, acting in accordance to law, taking into consideration the wishes andcomplaints of the people, Not violating the rights of the ruled people, it has seen as an important issue to be government's controlled by various means since the first state formations. Types of auditing like judicial review and publics scrutiny the most commonly used means of controlling government. However, the development of human rights, increasing awareness of individual and the possession of rightsseeking culture have exposed the in adequacy of conventional means of control and this has made the need for a modern control mechanism more visible. Sweden's pioneering ombudsman institution has been created on the basis of this need and it was established in other countries and soon started to be effective.
