Summary/Abstract: The responsibility undertaking of public power is increasing day by day with the changing conditions and the noticeable increase in public expenditures, the situation today makes it visible that the importance of managing resources efficiently and effectively depending on the increase in revenue resources collected for public procurement. All of these situations create a serious responsibility such as achieving more efficient results by making effective and economic use in line with the size of the needs and managing the process transparently and impartially in terms of accountability. This responsibility reveals the need to plan public procurement sought to meet public needs within the framework of a law and within certain conditions and limitations.
