PREREQUISITES FOR THE AUTOMATED INFORMATION SYSTEM ORGANIZATION AND SCIENTIFIC AND TECHNICAL EXPERTISE IN UKRAINE

Summary/Abstract: The purpose of the article is to substantiate the need to create a single automated information system for organizing and conducting scientific and scientific-technical expertise in Ukraine as well as formulating the basic principles and goals of the system and setting requirements for it. Methodology involves the use of scientific methods - analysis, synthesis, generalization, explanation, classification and systematic method of research. The scientific novelty of the work is that for the first time in Ukraine the development of an automated information system of organization and carrying out scientific and scientific and technical expertise has been started. The main goals of such a system are identified. The technological process of organizing and conducting scientific and scientific and technical expertise within the framework of the proposed automated information system is described. The general and special requirements for the system are specified. The automated information system will be a geographically distributed service-oriented system with the possibility of remote communication of subjects of expertise through the local network and the Internet with access to local databases.
