Summary/Abstract: The purpose of the work is to characterize the national and cultural life of the over Dnipro Ukraine region in the first half of the XIX century as a background for the development of a new Ukrainian literary language. Research methodology. The work used the diachronic method, which made it possible to present the phenomena, factors and events of Ukrainian culture that influenced the development of the Ukrainian language. Scientific novelty. For the first time in the Ukrainian cultural science the national-cultural life of the over Dnipro Ukraine region in the first half of the XIX century was comprehensively characterized. As a background for the development of a new Ukrainian literary language, factors have been revealed to influence the development of the Ukrainian literary language of this period. Findings. The beginning of the XIX century marked, on the one hand, by the folklore-linguistic work on the revival of the Ukrainian language, the rationing of the Ukrainian language, the work of prominent Ukrainian writers, who by their activity created the basis for activating the democratic-literary movement. On the other hand, as a result of the accession of the Ukrainian lands to the Russian Empire, the process of systematically ousting the Ukrainian language from the spheres of administration, legal proceedings, religion, education, culture, fiction, everyday life, etc., began, leading to a gradual decline in the cultural and educational level of the Ukrainian people that negatively influenced the development of the Ukrainian literary language.
