After the Flood is Before the Flood

Summary/Abstract: After the disastrous flood in East Germany in August 2002 public opinion has gone back again to normal, but in large areas of Saxonia the reconstruction is not yet completed. The flood has revealed structures which favoured the catastrophy such as weirs for the privatized electricity industry, vulnerable infrastructure (bridges) etc. The article gives a report about several cities and villages which suffered from the flood and the state of reconstruction.
