Summary/Abstract: In Southeast Asia, ASEAN was able to maintain continuity relative to its predecessors and in time, this organization has taken more serious steps and attracting the attention of regional and global economies. Also, ASEAN was able to take very important steps in creating a regional identity. At the time of the signing of the ASEAN, division and conflict had emerged in all forms of the southeast Asian region and this situation devastating effects on regional inter-state relations. The fact that many of the states in the region had newly gained their independence, the problems and disputes left by the boundaries drawn arbitrarily by the colonial powers were the major obstacles to the regionalism of Southeast Asia. However, the international policies of the states of the region were far from stabilizing, too. In the broader frame, the states in the region considered themselves to be the target and tools of intervening in their internal affairs during the Cold War conflict by the great powers.
