National Libraries of the National Academy of Sciences of Ukraine in the Approval of the Scientific Institutions: Aspect of Evaluation of Publication Activity

Summary/Abstract: Purpose of the article. The purpose of the article is to propose the improvement of the concept of publication activity of scientific institutions as a result of certification of national libraries of the National Academy of Sciences of Ukraine in 1918 – early 2019. The methodology is based on the systems approach, structural-functional and scientometric analysis of the assessment methodology of the publication activity of the institution. The scientific novelty of the work consists in expanding the concept of the publication activity of a scientific institution, which is today important for this criterion to further objectively evaluate the performance of a library with the status of a research institute, the national cultural heritage of Ukraine and the resource center of the modern state communication network space. The scientific potential of libraries is an organic part of basic and applied research, implemented by a professional team of scientists. Conclusions. The potential of the scientific activity of libraries lies in its functions by the development of the society itself and the need to constantly correspond to the needs of scientific knowledge and sociocultural development. Certification of scientific institutions has shown the need to develop a modern concept of publication activity and scientific performance in the activities of large national and scientific libraries, taking into account its specificity, the incorrect assessment of which and insufficient funding can directly damage the stable development of the national state and its information image.
