Summary/Abstract: The constitution of 1991 has shown the importance of fundamental act in the democratic development of the Romanian society, but also some delays in relation to other constitutions of Central and Eastern Europe in the process of making reforms. The constitution of 1991 is a modern constitution and is the foundation of the state organization, the legal basis of all legislation. All organs of state must operate only in accordance and within the limits set by the Constitution.
