Summary/Abstract: The significant constitutional reforms in Great Britain started by labourists, in British constitutional system, marked by the absence of a codified constitution, modeled on European liberal democracies, bring to the fore issues of law relating to conciliation of the traditional concepts with new political and legal realities. In this context, Britain's EU membership, a problem of increasingly contentious in the political scene of the island, devolution of a part of sovereignty to the parliaments and governments of Scotland, Northern Ireland and Wales (resulting in a so-called quasi-sovereignty) protection of human rights through the European Court of Human Rights, raises issues of maximum actuality.
