That is why, the establishment of a legal framework is a must so that it should rule the regime of explosive materials which would have the purpose of protecting a certain social relations assembly whose existence and development are insured through the defence of a complex of social values, as in: public order, in general, but furthermore, when severely disturbed, through intimidation, terror or creation of a panic start for the social security, life and bodily integrity of persons, public and private heritage, national security, defence which is insured through the establishment of some rules of conduct for the ones who carry out any activity related to explosive materials.
