Management of Strategic Projects on the Example of Waste Management in the City of Bialystok

Summary/Abstract: The growing importance of investments related to environmental protection and more efficient waste management has been observed since the inclusion of Poland to the EU structures. The city of Bialystok in accordance with actual needs and expectations of its society has begun work on an integrated waste management program. The aim of this paper is to present the process of waste management in the city and the legal and economic factors of its implementation. Bialystok project can be an example for other municipalities seeking a solution to the problem of waste. Due to the size of the investment (nearly half a billion PLN; seventeen contracts; almost eleven years) and an approach chosen by the City of Bialystok to the problem of waste management is an interesting example of this type of project. Solutions used during the preparatory work and implementation are the result of an earlier analysis of the various options, taking into account their economic rationality as well as legal, social and environmental conditions.
