SOME CONSIDERATIONS ON DEFINING NATIONAL MINORITIES

Summary/Abstract: Despite ceaseless endeavours and appreciable academic assignment of international law scholars, insufficient progress was achieved in finding a common ground for the definition of the concept of national minority. Most states take a reserved attitude towards any general formula, although they recognise the necessity of clarifying the meaning of the concept. This tendency of states to maintain in own hands the ultimate decision on qualifying communities as national minorities highlights the considerable political stake of the minority problem. Defining minorities, states define themselves as national communities.
