Summary/Abstract: The Unique National Fund for Health Insurance is a strictly specialized public budget to which the Romanian state manages the financial resources for services considered to be indispensable for the public health assistance and the proper functioning of the social health insurance system.This paper identifies and mentions the extent and contents of fundamental notions as the social health insurance system or the budget designed for funding the specific activities of the said system.For a better understanding of the objectives pursued through the creation of this system, this paper analyses the primary categories of revenues that power the social health insurances, but more importantly, the primary expenditures that are funding this budget. These are intended to offer various and more complex medical services to meet the increasing demands that this system faces.
