Summary/Abstract: The European system of security is governed by the respect and protection of human rights. Contemporary risks and threats to European security are in important element of the dispute concerning its shape. These threats were divided into six categories: military, political, human dimension, economic, social, and ecological. Besides the political ones, these are the threats of the human dimension whose list is the longest, and includes among others, violation of human rights and fundamental freedoms, discrimination and victimisation of members of national, ethnic, cultural, and religious minorities, discrimination on the grounds of sex, manipulation with minorities and human rights to achieve political benefits, political movements falling back upon aggressive nationalism, chauvinism, xenophobia, racism, anti-Semitism, and other forms of intolerance. There is, however, a growing civic and political awareness of their significance for security, accompanied by the honing of instruments for execution of these rights
