Summary/Abstract: Security is one of the most important concepts in the theory of international law, which is based on the safety of the states and of the citizens thereof, and it is concerned with complex issues of safety and peace, which are related to conflicts and wars. The concept of security and its components have undergone essential modifications in time, as well as the attitude of the states with regard to the ways of transposing thereof into life, in relation to the changes that take place at the international level. This analysis aims at clarifying the notion of security, all the more that, in many situations, security is a perception issue and it refers less to the construction of some theories or testing hypotheses, although it is relevant in both cases.
