Summary/Abstract: The sea is essential for life in planet Earth. Around 70 per cent of our planet's surface is covered by water. As said by some scholars, perhaps, instead of Earth, we might have called ourselves Water, or Ocean, or something similar. Of this 70 per cent, around 65 percent corresponds to waters (and submerged land) beyond national jurisdiction, joining the so called "Global Commons" or, attending to their function, spaces of common interest of Mankind.
