Summary/Abstract: The present study aims to complete the overall picture of the historical evolution of the state and of Romanian law as the authors consider that the administrative reform generated by Law 2/1968 represents a stage which needs to be mentioned. By returning to the old territorial administrative organization between the world wars, namely the division in counties, a message of independence was transmitted to Moscow together with other major events such as the Declaration of Independence in April 1964 and the condemnation of the military intervention in Czechoslovakia, a fundamental element of Romanian national communism. Law 2/1968 on the administrative organization of the territory of the Socialist Republic of Romania came into force on 17th February 19681. It was subject to some modifications and additions, the latter being those adopted by Law 290/2018, published in the Official Gazette no. 1052 on 12th December 20182. By its duration and impact, Law 2/1968 constitutes an important legal act, an axis around which Romania's contemporary history has evolved.In the following chapters, we will briefly analyze the internal and international context, the fundamental principles underlying the initiation and adoption of the law, the main changes and the impact on the Romanian society in the period before and after the revolution.
