Summary/Abstract: Terrorism is a dynamic, amorphous and heterogeneous phenomenon. The transformations of the terrorist modus operandi expand to an increasing number of areas of human life and activity, including economy and industry, presenting new threats to people’s rights and freedom. Terrorist violence is becoming more ruthless and unpredictable with every day. The attacks, carried out openly or in a covert manner, are a threat to both society and the natural environment. This consideration highlights an aspect which has been previously overlooked, namely that terrorist attacks which target monuments are intended to undo the order and the axiology of international law. It also emphasises that prevention of terrorism needs to be based on the values of human rights, which help to avoid arbitrariness and serve to neutralise the factors that generate pathological social phenomena.
