Summary/Abstract: Professional codes of ethics are found in almost every workplace. They are also provided for employees of individual municipalities, districts and regional offices. In the Code of Bełchatów district it is emphasized that its office staff should be impartial in making decisions, ideologically neutral and independent from local politicians. In addition, they are supposed to act in such a way that will prevent them from being suspected of corruption. Special emphasis has been given to responsibility for their decisions. In the public opinion there is a perception that authorities are still dependent on politics. Lack of responsibility for the wrong decisions is seen as a particular flaw. Therefore, if professional codes of ethics were implemented in life, they would help in overcoming major irregularities encountered in public administration.
