Sustainability of Contemporary Public Finances in Terms of the European Experiences – Legal or Moral Accountability?

Summary/Abstract: The accountable public finances requires the sustainable public debt and deficit level. The consequences of the last financial and economic crisis have lead the EU and national policy-makers to seek the effective solutions. As a result, the existing regulations aiming to maintain the public finances discipline have been strengthened by the six-pack’s and the two-pack’s provisions (2011), and the Fiscal Compact (2012). Also at the national level, many countries have being introduced the fiscal rules giving them the constitutional or statutory rank, eventually just by being politically declared. In this way, the EU and national regulations, basing on the governance concept, framed the external accountability, that being however insufficient in public debt and deficit reduction, needs to be reinforced. It seems to be possible thanks to the appropriately shaped the internal motivation (the moral accountability), gradually built among others by the instruments of the external accountability. Thus, the objective of the paper is to build the theoretical model of the policy-makers’ accountability for public finances aiming at the more effective public debt and deficit reduction basing on the experiences of six countries. i.e. France, Germany, the Great Britain. Hungary, Poland, Switzerland.
