Summary/Abstract: National security is a public good that must be provided equally to all citizens of a state. Constant and sometimes concerted pressure is exerted on it, from a multitude of threats different in nature and intensity. Threats are of several kinds: symmetric, asymmetric, conventional, unconventional and hybrid. States act permanently, constantly, continuously and often concertedly to limit the effects of security threats on the lives and activities of their citizens.
