Summary/Abstract: The author deals with the historie circumstances of adoption of the Charter of Fundamental Rights and Fre­edoms before 20 years ago. At the same time he exami­nes legislative issues of its inclusion in the legal order of the Czech Republic. In 1991 and 1992 was in the Czech Republic chosen a special method of the imple­mentation of international standards of human rights. Their regulation is not a component of the particular chapter or part of the Constitution of the Czech Repub­lic 1992, as it is otherwise usual in the world. The re­gulation is included in a separate lega) document (the so-called "the Charter"), whereon the Constitution only refers to. The author also deals with the peculiarities of this normative and dynamic reference and its con­sequences for the content of the Charter.
