Summary/Abstract: The Common Security and Defense Policy is in deep crisis, but financial and economic problems are not primary driver for it. There is lack of political will and public support not only for increasing of defense spending, but even to sustain the current level. Presumably, this trend will not change in near future, so if EU member states want to have military capabilities for full range of operations, they should strengthen and intensify cooperation in security and defense policy.
