Democratic Control above Sector of Security in the Period of Fight Against Terrorism

Summary/Abstract: An author considers a category „terrorism” on the basis of the comparatively legal understanding of this phenomenon in different countries. Key features and prospects of the phenomenon of terrorism are distinguished, adopted and described in three simultaneous strategic circle of eradication of terrorism. An author marks that the acceptance of adequate measures through democratic procedures can be a legal way narrowing the field for the manoeuvre of terrorist groups. Following today means being of the adequate standards for a democratic way simultaneously for private life and security.
