Summary/Abstract: This article looks at the counterinsurgency as a negotiation among five groups, namely counterinsurgent force, insurgent force, local population, domestic population and government of the troop sending nation and international community, each of them having their own winsets. The article argues that pushing the winsets of all these actors to overlapping, using a comprehensive and multidimensional approach, could lead to the conclusion of the conflict.
