Summary/Abstract: Today, the evolutions of human civilization tend to generate the biggest conflict and the most important source of the global imbalance: climate changes. Today paradigms, which refer to the environment protection, is limited from the holistic approach of the present phenomena. We sustain a new paradigm - environmental security –, which must be understood both like prophylactic and punitive process – which is the concept of maximum generality concerning the evolution of the human civilization and also the concept of incorporated environment.
